The methodology is based on using a fixed number of users per test run. A performance test is made up by a number of test runs, usually increasing the user load with each subsequent test run. Some people are interested in ramping up the number of users during a single test run. We believe that this introduces a new variable that can have negative effects on the results, and is statistically incorrect from the standpoint of finding a maximum user load. The first step is finding a representative number of simultaneous users (the lower limit) that can be increased in a regular fashion until reaching the saturation point of the application (the upper limit). We typically have a couple of additional test runs over the upper limit, just to better understand the behavior (or misbehavior) of the application. Unfortunately, there is no exact science to choosing the upper limit up front.
